　Last month, we saw our new prime minister¹, Hatoyama-san, speaking to world leaders at the United Nations Summit on Climate Change in New York. I think he made a strong diplomatic² debut on the international stage. And it’s encouraging³ to see our leader showing good proficiency⁴ in using English as a communication tool.

　But when he won applause⁵ during his speech, it’s not because of his English, but the pledge⁶ he made to the international community, saying Japan would aim to reduce its emissions⁷ by 25% by 2020 if compared to the 1990 level. You may remember this whole sentence in English, because the scene has been shown on TV time and time again.

　Now, we’re all here to learn phrases and expressions in English. So, let’s learn how to indicate a rate at which something increases or decreases. As you’ve already seen, you can use the preposition “by”, like increasing or decreasing by such and such⁸ percent. For example, your sales have increased by 2%, land price has dropped by 10%, you need to reduce the cost of production by 15%, or you need to improve your office productivity by 5%.

　Well, stay tuned and study hard, as it seems Hatoyama-san enjoys delivering a speech in English.

　先月、ニューヨークで開催された国連気候変動サミットで、日本の新しい首相となった鳩山さんが演説 を行いました。国際舞台でなかなかに強烈 な外交デビューを果たしたと思います。自分たちの国のリーダーが英語をコミュニケーション・ツールとして十分に使いこなしている様子を見るのは励みにもなります

　とはいえ、演説中に喝さい を浴びたのは鳩山さんの英語力ではなく、「日本は2020年までに1990年比で25パーセントの(温室効果ガス)排出量削減を目指す」とした国際公約です。もうテレビ で何度も繰り返し放送された場面ですから、英語の文章をまるまる覚えている人もおられるでしょう。

　さて、私たちの目的は英語のフレーズや表現を学ぶことです。今日は、何かがこれこれの割合で増加する、あるいは減少するという表現を学びましょう。もうお分かりでしょうけれども、これこれの割り合いで増えるとか減るとか言うときには前置詞 by を用います。例えば、売上が「2パーセント伸びた 」なら increased by 2%、地価が「10パーセント下落した 」なら dropped by 10%、生産コストを「15パーセント削減する」必要があるなら、need to reduce the cost of production by 15%、職場の生産性を「5パーセント改善する」必要があるなら、need to improve office productivity by 5%です

　とりあえず、鳩山さんは英語での演説を楽しんでおられるようですし、これからもエイゴの時間でいっしょに勉強しましょうね
